I thought "How grinchy of them!" but after reading the whole thing I understand now why it is necessary. It would be like suddenly having whole families of squeegee kids descend on your car at an intersection not letting you pass until you gave to them. Scary for the little ones who are hard to see. This really has nothing to do with Christmas carol singing and more to do with a different way to beg.
It is sad that these little ones are going without all year long and have to live in such terrible conditions.
