They are not saying they can't have a Christmas celebration. They are just saying they will not fund it. I see no problem with that.

"We have a limited budget and want to organise something that is intended for everyone,” said GVB spokeswoman Brit Wijkniet. “Perhaps a New Year drinks party.”
They don't want to "ban" Christmas; they just don't want to have a party for every holidays, mind you it sounds like fun, but would probably be quite expensive. I think this is a good compromise, especially if they have many different faith groups working for them. Although, perhaps, not so heavy on the "drinks" part, they are bus drivers - lol.
